Most AI procurement questions in the GCC come down to a single sentence that nobody can produce: which model saw what, and where did it run?
For UAE data-residency requirements, open-weight models on Azure UAE or AWS in the UAE and Bahrain will do most jobs well enough. The quality gap against frontier models has narrowed enough that residency is rarely the binding constraint any more.
A common and workable pattern is a split: retrieval and any personal data stay in region, while a frontier model handles reasoning over already-redacted content. That has to be written down, not assumed.
Every contract should name the models, name the regions, and name the human who reviews the output. If your supplier cannot write that paragraph, they do not know the answer.
